Summers almost here, and the future looks bright. So freshen up your beauty regime for the most colourful season in the fashion calendar. In this weeks 12-page special section, Carola Long meets Bobbi Brown, make-up guru to Hollywoods best-dressed stars, and hears her essential summer tips; Beth Dadswell takes a walk on the wild side, and discovers a brave new world of extreme make-up; while Gemma Hayward selects the new seasons must-have products for her and for him THE SCENE backstage at the Sass Bide show at New York Fashion Week is one of glamorous chaos. There are models scrambling into clothes, production staff testing sound and lighting to dramatic, somewhat cacophonous, effect and even an MTV crew filming an episode of a teen drama. Amid this frenzied activity, a petite woman in jeans with hair the colour of black coffee, who looks like a quietly glamorous “mom”, is providing the calm centre of the fashion storm. Bobbi Brown, renowned make-up artist to everyone from Sienna Miller to Susan Sarandon and founder of a successful, eponymous cosmetics brand, radiates a most un-fashiony serenity as she demonstrates the maquillage she has devised for the show on a model. She dabs at her face almost like a Renaissance painter, palette in hand, before her “elite team” of make-up artists from around the world set to work on recreating the effect.

epoch has recognised that there are things pleasing to contemplate independently of the desire we may feel for them. He has no preconceived definition of beauty. Beauty and art were not always so closely related as today: beauty belonged originally to nature, not to created things. This book is therefore a history of Beauty and not a history of art (or of literature or music. Somewhat ironically, however, ideas of beauty are here mainly illustrated by works of art and not, for example, by loaves of beautifully made bread or beautifully laid brick walls. Images and textual selections work together to show that there is no absolute concept of beauty in things or men but criteria shaped by different eras and places.

Data for June and July show the first signs of softening in the construction sector. According to seasonally adjusted data, the value of construction put in place in July was approximately at the same level as in June and thus 7.4% lower than in May. In the five months to May, the value of construction put in place was 38.7% higher than a year ago; in June and July the difference narrowed to 16.7%. Employment in the construction sector continued to rise. In 2006, the number of workers employed in the construction sector was 7.5% higher than in the previous year. In the first seven months of 2007 it surged by 11%. The hiring of foreign workers has also been on the increase (see SEM 7/2007: 11). The number of workers rose particularly in building completion and general construction, similarly as last year. In terms of worker status, sole proprietors and their employees recorded higher growth rates. Increasingly many firms face difficulties in finding labour. According to business trends in construction, 51% of construction firms reported “a shortage of skilled labour” as a limiting factor to production. If answers are weighted by the number of employees, this share is even higher (58%) - the highest in five years (since these data have been available). The shortage of skilled workers became a significant limiting factor in the second half of 2006 (see graph), coinciding with the boom in construction activity in that period.
The growth of construction activity was the in 15 years. This robust growth was again driven by the construction of motorways, in addition to the pick-up in the construction of non-residential buildings, which reached its highest level since 1999 The value of construction put in place surged by 15.3% over 2005. Growth in civil engineering totalled 16.8%. The construction of buildings rose by 14.0%, within that, non-residential construction was up 17.7% while residential construction increased by 2.6%. Based on detailed data about the issued building permits we estimate that the construction of wholesale and retail trade buildings and hotels picked up last year. In interpreting the data on the value of residential construction put in place we note that these figures exclude the activity of smaller companies (see the note under the table), in which, in our estimate, the construction of buildings is the main activity. The number of workers in the construction sector rose sharply in 2006, especially in the final quarter. The number of people employed in construction was on average 7.5% higher in 2006 than in 2005. In the fourth quarter alone, it increased by as much as 9.7% over the year before The number of employees by activity rose particularly in building completion, in the latter pari of the year it also increased in general construction In lerms of employee status, the number of individual private entrepreneurs and their employees rose the most last year. The number of planned dwellings and the total planned floor area of buildings continued to increase in the final quarter of 2006. The planned floor area of new buildings and extensions was 27.5% higher than in the same quarter of 2005 (43 8% for non-residential buildings and 16.9% for residential buildings) In 2006 as a whole, the total floor area of the planned buildings increased by 35.8%. within that by 19.7% for residential buildings and by 56 0% for non-residential buildings The building permits issued last year were granted for the construction of 8.260 new dwellings, which is 19.6% more than in 2005 and 47.0% more than the average of the previous seven years (since these data have been available)

The Best In Recorded Music Chante Moore returns from a long hiatus to deliver a new recording, This Moment is Mine (MCA), and in the process demonstrates that she still has one of the prettiest voices in the music business. Throughout the 14-track set, she hints of personal feelings and experiences. Among the standout tunes is the melancholy “I Cry to Myself,” which has a jazzy, bluesy feel. Then there are the fervent, passionate ballad “In My Life,” the easy-flowing, romantic “Easy,” and the self-assured title song, “This Moment is Mine.” On each of the songs, Moore serenades listeners with easyflowing tempos and beautiful vocals. Walt Whitman and the Soul Children of Chicago showcase their many talents with Generation X Celebration (CGI), a fitting title for an energetic recording that features a choir with members whose ages range from 7 to 17. The gifted Whitman brings out the best in his youth with fine writing and eompositions, and with fresh, energetic arrangements. “My Father Knows,” which features LeCresia Campbell, is a beautiful ballad, while Deitrick and Damita Haddon deliver stirring vocals on the anthem-like “Stop The Tears.” Theres also the jubilant “Power,” and the jazzy “Play On” instrumental interlude, written and performed by Aaron Lindsay. A standout is the timeless “His Eye Is On The Sparrow,” with Keisha MeFarland on vocals. Whitman does an excellent job as lead vocalist, arranger, choir director and mentor to this great cadre of youthful talent.
TODAY MARKS a significant anniversary in the history of recorded music. It was on this date in 1948 that CBS engineer Peter Goldmark demonstrated the first long-playing 33 rpm record — a development that revolutionized the music industry. In keeping with the occasion, I thought it might be fitting today to offer a few other bits of recorded-music trivia.. All the way back in the mid-1600s, a French author named Savinien de Bergerac wrote a fantasy tale about a trip to the moon — which included a description of a phonograph and earphones.

[ILLUSTRATION OMITTED] Its not that niche products dont have a broad appeal, noted Neil Donnenfeld, senior vice president of global sales and marketing for Advanced Vision Research, its just that broad audience is not yet aware of a potential solution. We have a product were marketing right now, SteriLid Eyelid Cleanser, which is a very good example of that, he said. Its the first product on the market to help treat blepharitis, a common condition that causes inflammation of the eyelids that impacts upward of 12 million people, as well as for use in both pre- and post-eye surgery. Blepharitis is a lifelong condition, and the only way to keep blepharitis from flaring is to initiate a daily eyelid cleansing routine, according to the National Eye Institute. Its a niche, Donnenfeld said, because a year into its launch SteriLid has generated $1.5 million in sales–small in comparison with other eye care products, but not so small when you consider that those are all incremental dollars. Thats the value of operating as a niche marketer, Donnenfeld said, identifying and developing products for conditions that may not have a satisfactory solution. It doesnt do the retailer any good if we just switch [the consumer] from one product to another, he said. Weve either got to deliver incremental penny profit, or we have to deliver an incremental sale.

There was a 50.2-per cent increase in the number having eyelid surgery - some 3415 patients - and a 34.8-per cent increase in the number of people having brow lifts, a total of 580 patients. Although Tanzanias standard of care recommends that children receive a dose of vitamin A every six months, trial results showed that maternal vitamin A supplementation increased HIV transmission to children. The studys data and safety monitoring board recommended that vitamin A be discontinued from the trial regimen in September 2000. The researchers note in their article, Among HIV-infected US men, the relationship between vitamin A intake and HIV disease progression and mortality was U-shaped, suggesting that both low and high levels of intake are potentially harmful. The group that received multivitamins had higher CD4+ levels and significantly lower viral loads than those on placebo. (Vitamin A combined with the multivitamin was less effective.) Women taking the multivitamin had less fatigue, fewer acute upper respiratory tract infections, fewer rashes, and fewer oral and gastrointestinal problems associated with HIV/AIDS. These women were also less likely to reach WHO stage 4 or die of AIDS-related illness than those taking a placebo. I wonder if the inclusion of minerals known to support the immune system (i.e., selenium, zinc) in the multivitamin formula would increase this benefit. Retail prices for a years supply of the multivitamins used in the trial average about $15 per person. Fawzi WW, Msamanga GI, Spiegelman D et al. This report describes six cases of hypovitaminosis D in women who had immigrated to The Netherlands from Morocco (two cases), Pakistan (two cases), Surinam, or Turkey. In all six cases, there was a long delay (7 to 103 months) between the onset of symptoms and the correct diagnosis. All of the women were subjected to multiple diagnostic tests, X-rays, and treatment with non-steroidal anti-inflammatory drugs and other medicines, four underwent extensive physiotherapy, and one with stomach pains underwent unnecessary surgery because her symptoms were believed to be due to gallbladder disease. The authors conclude that hypovitaminosis D osteopathy in women who have immigrated to Western Europe may remain undiagnosed for an unacceptably long time. A higher degree of suspicion in this patient group should shorten the delay and may reduce the number of undue investigations.Jeannine FJB Nellen, Yvo M Smulders, PH Jos Frissen, Ed H Slaats, and Joseph Silberbusch, Hypovitaminosis D in Immigrant Women: Slow to Be Diagnosed, BMJ 312(7030):570-572 (2 Mar 1996) [Correspondence: Dr Jeannine FJB Nellen, Dept of Internal Medicine, Onze Lieve Vrouwe Gasthuis, 1e Oosterparkstraat 279, PO Box 95500, 1090 HM Amsterdam, The Netherlands]
A total of 91 women, aged 30-69 years, participated in the study; 50 were nonsmokers and 41 were smokers. The subjects completed questionnaires on smoking status and dietary habits and provided blood samples for nutrient analysis. Serum levels of [alpha]-carotene, [beta]-carotene, cryptoxanthin, and lycopene in smokers averaged only 71-79% of the concentrations found in nonsmokers. Dietary differences could not account for this effect. Mean serum concentrations of vitamins C and E and lutein/zeaxanthin were only slightly, and not significantly, lower among smokers, and concentrations of vitamin A were actually higher. The results for carotenoids are generally consistent with those of other studies. The lack of an association between smoking and serum vitamin C levels may reflect the relatively high vitamin C intake of this study population. The authors observe that the negative effect of smoking on serum concentrations of antioxidant carotenoids may pose a serious health risk in low-income populations already at higher risk for many chronic diseases.

There is some evidence that the use of vitamins in general and folic acid in particular may inhibit the development of some types of cancer in adults, although the data are not from randomized trials and are debated. There are also several studies suggesting folic acid may protect against certain pediatric cancers, and a recently reported metaanalysis conducted by Motherisk found that prenatal vitamin use during pregnancy was associated with a reduced risk of some pediatric cancers. We conducted this study after the Pediatric Oncology Group in Ontario asked us if we could identify an environmental explanation for the fewer cases of neuroblastoma in children in Ontario, a trend they first noticed in the late 1990s. This group keeps records of all the pediatric cancers in the province.

* IBM selects third party to market new software IBM, White Plains, N.Y., has contracted with The Psychological Corp., San Antonio, Texas, to market THINKable, a multi-media software program for therapists who work with cognitively impaired people. Although IBM typically markets its own special needs products, it will market THINKable through a third party because IBM does not have contacts with the targeted customer base–psychologists, neuropsychologists, occupational therapists and speech therapists in clinics and rehabilitation centers. There are close to 100,000 speech therapists nationwide, the largest category of targeted customers. THINKable would be appropriate for about one-quarter of them, according to John Roberts, manager, special needs systems planning for IBM.

Self help can occur in a variety of ways and means. Each autumn many of us sign up for self improvement and development courses with every intention of improving and enriching our lives. Classes range from yoga through to learning a new language or practical skill. Each individual will find enjoyment and fulfilment in different ways in the same way as people working through their Early Warning Signs or Wellness Recovery Action Plans will come up with signs and solutions unique to their individual personality and life situation. This edition of the Journal picks up the theme of self help by exploring just a few of the many ways that people who have experienced mental distress have been able to promote their own recoveries.Mandy Reed
Self-help groupsMost self-help groups are voluntary, non-profit associations open to anyone with a similar need or interest; however, spin-off groups also exist to meet the needs of particular types of people; for example, the elderly, women, or Hispanics. Usually, groups are led by peers, have an informal structure, and are free (except for small donations to cover meeting expenses). However, professionals of various kinds lead some self-help groups.
When the French aristocrat, Alexis de Tocqueville, was sent by the French government to America in 1831 to study the American prison system, he took copious notes on all aspects of American life. De Tocqueville published his observations as Democracy in America in 1835. He was particularly impressed by an American disposition for forever forming associations, whether religious, moral, serious, futile, very general or very limited. He observed that As soon as Americans have conceived a sentiment or idea that they want to produce before the world, they seek each other out, and when found, they unite. Thenceforward they are no longer isolated individuals, but a power conspicuous from a distance whose actions serve as an example; when they speak, people listen.De Tocquevilles American contemporary, Ralph Waldo Emerson, emphasizes the$vital importance of confidence based on self-trust in his essay Self-Reliance (1841). This finds an echo in modern self help manuals. The American psychiatrist, M Scott Peck, in his bestselling The Road Less Travelled (1978) advocates self-discipline, restraint and personal responsibility. So is there something culturally specific to America that made it the home of self help? And can it transfer to the UK mental health context?

losing hair

August 25th, 2008 | | Make me happy!

A heads up on how to hold on to and beautify those wonderful tresses The average person loses somewhere between 50 and 125 strands of hair each day as a normal part of “shedding.” This may seem like a lot, but lost hairs (including eyebrows and eyelashes) are replaced very quickly so that we barely notice their departure. Its when you begin to lose more than this number on a regular basis that you may be headed for trouble. If you find youre clogging your drain during one shower, youre probably shedding too much hair. And, if new growth doesnt seem to take place as quickly as it once did, or worse, not at all, you may become one of the 40 million men and 20 million women destined for thinning hair or pattern hair loss.
ITS a hairy problem! Dogs and cats lose their hair. Some shed a little, others shed a lot. But shedding is a fact of dog and cat life. Animals in the wild usually go through predictable hair growth cycles. They shed in the spring and grow a summer coat. Then in the fall they shed again and grow a winter coat. Hair is a non-living, protein-structure produced by hair follicles within the skin. Dogs and cats have three types of hairs. Their outer coat is made of long, coarse, “guard” hairs. These pigmented guard hairs produce the color of the animals coat and are also coated with water-repelling sebum.
In Ask the Experts [October 2007, page 108], there was a question about essential oils and hair loss. Valerie Cooksley, director of the Institute of Integrated Aromatherapy in Houston, suggested a scalp treatment that combines different essential otis. Should this mixture remain on overnight? Could you also recommend some shampoos to go along with the essential otis?

Call it catalytic conversion: remodeling cleaned up this small kitchen and helped it function more efficiently. Before, though the sink and most appliances seemed to be in the right places, there wasnt quite enough counter space. And heavy-looking painted wood cabinets and a crowded breakfast area made the entire kitchen seem cramped. For more comfortable seating, a built-in bench now wraps a corner of the eating area. The windows were restyled, with a new one added to the kitchens long wall; the breakfast areas section of this wall was pushed out about 1 1/2 feet.
No shortage of storage in this kitchen remodel Chock-full of storage, this generous kitchen addition was annexed to the rear of the house. Among its space-expanding amenities are a 5 1/2-foot-long appliance garage, an eating and storage island, and a built-in desk for menu planning. Heart of the kitchen is a six-sided 9 1/2-foot-long island that provides storage for dishes, knives, and spices, as well as a cooktop and a snack counter serving four. For convenience, dishes are stored in the side of the island facing the sink and dishwasher. A U-shaped drawer for pots and pans pulls out under the cooktop.

Consider adding a legal service plan to your employee perks A recent study found that three lawsuits are filed every second in the United States. That means most people are more likely to be involved in some sort of legal action over the next year than to be hospitalized. And, many of those people will be your credit unions employees. Employers struggling with a tight job market are learning that providing legal services as a benefit is a low-cost, low-hassle incentive for prospective and current employees. The plans cost $10-$16 per month for full family coverage and rarely increase in cost no matter how many employees use the services.
LEGAL SERVICESThe high costs of retaining a lawyer often make it seem as if competent legal services are out of reach of most small business owners. But there are reasonably priced methods of obtaining such services, such as pre-paid plans and legal software. In addition, experts emphasize the dangers of entering into legal agreements without first obtaining advice from a qualified attorney. In many cases, this attempt to cut corners can turn small problems into big problems for small business owners. Perhaps your tax structure is not to your best advantage, or you are not adequately protected from liability, Charles Poling noted in the New Mexico Business Journal. If youre in a regulated business, you might run afoul of the law simply because you havent gotten educated by your lawyer. Failing to consult with a securities or financial lawyer when youre raising capital can cause serious problems. The type of legal services a small business should obtain varies with the size and age of the business. Exactly what type of lawyer you need depends on what business youre in, and what stage its at, Poling wrote. A general business lawyer can help you as day-to-day questions come up, reviewing contracts and tax questions. But for more complicated matters, you might need a specialist. Just starting up? Find someone who specializes in forming corporations or partnerships. Going public? Find a securities lawyer. Other specialties include environmental law, banking, patenting, copyrighting, medicine, nonprofit corporations, employment law, and so on.

DIY Network Question: I moved my refrigerator and made deep gouges in my wood floor. Can I cut out the boards and replace them? Answer: You could replace the boards, but theres a much simpler solution. And its one that probably is more appropriate. One of the values of wood is that its often easy to repair. All you need in this instance is wood filler.
ST. LOUIS, June 13 /PRNewswire/ — It seems that everywhere you turn these days, someone is claiming that their product is green. The problem is that many of these claims can be misleading, and environmentalists have coined a new term to describe this process: greenwashing. Greenwashing merges the words green, representing environmental friendliness, and whitewashing, representing the covering up of wrongdoing. In simplified terms, greenwashing is falsely claiming a product is environmentally friendly when its not. The reason for this is clear: consumers are demanding the use of green products, but often dont understand what green means. Being green is much more than just being a rapidly renewable material. To truly recognize a products greenness, one must look at its entire life cycle, from cradle to grave. Its not a matter of simply whether raw materials can be replaced quickly, but how those materials are used when making a finished product, and what happens to them once their useful life is over. Wood flooring is the only flooring option available that is completely sustainable. It comes from a factory called a forest, and uses a renewable source of energy called the sun. Most hardwood trees, the material used to make wood floors, take 40-60 years to mature, and while those trees are maturing, they produce oxygen. Best of all, because wood floors can last hundreds of years, the inventory planted today will be ready to harvest long before it is needed. Solid wood floors also use very few natural resources when being produced, which adds to their eco-friendliness. They use less water and energy to manufacture than other flooring alternatives, and when they reach the end of their usefulness, wood floors can be burned for fuel or recycled.

Owner-occupied housing is both a source of shelter and, like other physical and financial assets, an investment. Equity in a house is a substantial part of the overall wealth of two-thirds of all households in the United States who are homeowners.1 For most homeowners, their house is easily their largest single investment. An important consideration for homeowners is how their homeownership should influence the composition of their investment portfolio. One opinion sometimes heard is that, because they already own real estate, homeowners do not need, and should perhaps even avoid, other investments in real estate. This perception is likely one reason why only 6% of all “defined contribution” retirement plans even offer participants the option to invest in real estate funds (PSCA, 2001).

Did you know the Traditional Lincoln Birthplace Cabin in Kentucky is a composite of several old cabins, none of which are where the late great president was born? Some examples he gives are lies by omission, others an attempt to be politically correct - but inaccuracies are rife, nonetheless.

Health is a measure of quality of life that is difficult to define and measure. In the 1940s, the World Health Organization (WHO) defined health as a state of complete physical, mental, and social well-being and not merely the absence of disease or infirmity. At the first International Conference on Health Promotion in Ottawa, Canada (1986), the Ottawa Charter for Health Promotion built on the WHOs concept and further defined health as a resource for everyday life. a positive concept emphasizing social and personal resources, as well as physical capabilities. Good health enables one to function independently within a changing environment.

Theres never been a better time to buy a home, with mortgage rates at their lowest for 30 years. Kenneth Clarkes 0.25 per cent cut in interest rates last week prompted an immediate response from the countrys biggest lender. The Halifax dropped its standard mortgage rate to 6.99 per cent. And the second-largest lender, the Abbey National, cut its rates to 7.04 per cent for loans below pounds 60,000, 6.99 per cent above. The lowest rates are still offered by the direct lenders, with Direct Line charging 6.25 per cent and Bradford Bingley Mortgages Direct charging 5.99 per cent.
Housing experts are predicting that any increase in mortgage rates in 1997 will be more than matched by a rise in property prices. TSB says mortgage rates will have hit 8.25 per cent by the end of the year, pushing homebuying costs up to pounds 30.70 of every pounds 100 of take-home pay - pounds 5.10 more than we pay now. Mortgage broker John Charcol is even more pessimistic and expects mortgage rates to hit 8.75 per cent. But the costs, says leading housing analyst Rob Thomas of City firm UBS, should be more than met by soaring house prices.

Real estate is a popular investment among Canadians. There are several advantages to investing in real estate. Real estate is leveraged. You may pay only a fraction (as low as 10%) of what the property is worth when you buy it. Real estate has utility. If you buy stocks or bonds, you cannot do anything with them; but when you buy real estate, you can use it until you sell it. For example, you can live in a house.

Acne Cure

Acne FulminansAcne fulminans is a rare skin disorder with multisystem involvement. The most severe presentation of acne, the condition most commonly occurs in white adolescent males.[1] Clinically, nodulocystic acneiform lesions develop on the face, torso and upper extremeties. The lesions are highly inflamed and tender, and eventually ulcerate. Systemic manifestations include fever, weight loss and musculoskeletal complaints. Leukocytosis, mild anemia and elevated erythrocyte sedimentation rate (ESR) are typical laboratory findings. Since family physicians and other primary care physicians evaluate and treat more skin conditions than do dermatologists,[2,3] it is essential that this potentially catastrophic form of acne vulgaris be generally recognized and promptly treated.
Q Im a 17-year-old active male, and I have marks on my face from acne. Will the acne marks eventually disappear?
If you worry about acne, join the club. Seventy-nine percent of teen boys and 89 percent of teen girls target acne as one of their biggest pains, according to a 1994 American Medical Association study. No wonder. Eighty percent of Americans between ages 11-30 have battled zits at one time or another. So maybe you think you know it all when it comes to acne. Guess again. “The number of misconceptions out there is astounding,” says Dr. Linda K. Franks, a New York City dermatologist (doctor who treats skin diseases). Heres the dirt on acne: A: Zits happen when bacteria invades trapped oil in the sebaceous, or oil, gland under your skin (see diagram below). The bodys largest oil glands are on your face (called the T-zone–forehead, nose, and chin), neck, chest, and upper back. Q: Some teens sprout a few pimples. Others battle serious acne. Why?

Monday May 5, 2003 will go down in history as a day to remember in employment law. It was the day the long-debated amendments to the Health Safety in Employment Act finally came into effect. Why is this new legislation so important? The term “workplace stress” took on a whole new significance, with new obligations for employers, and potentially serious financial consequences for those who ignore them. Workplace stress is no longer simply a sad fact of life. It is now an officially recognised and legislated “workplace hazard”, with the amendments extending the definitions of “harm” and “hazard” to include physical and mental harm caused by work-related stress. A cursory reading of the new legislation might be enough to instantly treble employers workplace stress, but a deeper understanding goes some way to restoring mental equilibrium. The Occupational Safety and Health booklet, Healthy work, Managing Stress in the Workplace, tells employers that “there is only a requirement to manage work stressors or the individuals stressed situation where you can be reasonably expected to know about the stress. Even then the obligation is only to do what is reasonably practicable in the circumstances.”
The things some people will do for a white Christmas.

Celebrity bars BAR MANAGEMENT As an influx of celebrities attach their names to bars and restaurants, one has to wonder: How do they juggle a demanding career and a bar or food-service operation? Very few celebrities are actually involved in the day-to-day operations of the business, and most are either silent partners or investors. Even so, many celebrities have a say on how the operation is set up from the decor to the menu.

Most financial conglomerates in Norway are mainly engaged in hanking activities. Chart 3.1 summarises hanks assets and Huhilities. Loans to Norwegian households and enterprises account tor approximately two-thirds of hanks assets. Developments in credit risk are therefore of central importance for banks* earnings and for financial stability. This section primarily focuses on an analysis of hanks and changes in financial infrastructure. Developments in other financial institutions arc discussed in brief. Banks results have been solid so far this year. However, banks total pre-tax profits as a share of average total assets declined somewhat compared with the same period last year (see Chart 3.2). This is because operating income has fallen more than operating expenses. Bolh net interesi income and operating expenses have exhibited a falling trend over a longer period.
Who knows what evil lurks in the hearts of men?Under newer and tougher standards, auditors are more involved than ever before in reducing the incidence of financial fraud. Statement on Internal Auditing Standards No. 3 requires the internal auditors to recognize the characteristic warning signs of internal fraud. Certified Fraud Examiners, many of whom have an audit background, are required to resolve allegations of fraud. Statement on Auditing Standards No. 53, promulgated by the Auditing Standards Board of the American Institute of Certified Public Accountants, requires external auditors to be more proactive in searching for fraud. Statement on Auditing Standards No. 54 requires the independent auditor to recognize major illegal acts, and in some instances report them. Legislation pending in the U.S. Congress may mandate even tougher standards. To meet their ever-expanding responsibilities in the area of fraud deterrence, internal auditors must be more “fraud-savvy” than ever before. Theyre not heavily traded. They have been in trouble with regulators. But network marketers Market America Inc. and International Heritage Inc. are public companies. That means John Q. Investor can buy in. The question is, should he? Both went public through a back door — reverse mergers. You buy a dormant public company and start trading without the attention or cost of an initial offering. But because investment bankers dont set the price or establish trading, shares can fluctuate wildly and be hard to unload. Greensboro-based Market America is more interested in selling shares to professional investors. Robert Gardiner, portfolio manager for Wasatch Advisors Inc. in Salt Lake City, bought 30,000. After holding them six months, he sold them at a small loss. But hes still interested. “They make a lot of money.” Market Americas net income grew 28% in fiscal 1998, to $10.8 million. Still, its share price has stagnated at $5 to $6 the past year. Gardiner thinks it could double if analysts pick up the stock and it gets on NASDAQ.

“The Network Marketing industry is
difficult to navigate. It is very easy to find yourself in a business that
leaves you disappointed. Knowing what to look for is critical,” says Bo
Short. Short is the president of the American Leadership Foundation and
formerly CEO of a network marketing company.

Among his many activities, he has authored two highly acclaimed books on
leadership and has spoken in 20 countries on the topics of leadership, team
building and success. He has also been involved in the Network Marketing
industry for 15 years and has built a network of distributors that has
spanned the globe.

“People oftentimes blame themselves for failing in a network marketing
business even though they do not understand the possible negative aspects
of the company they may be involved with. Just because you had a bad
experience does not mean that there is something wrong with you nor is
every company in the industry flawed. Dont give up. Educate yourself and
reengage,” Short states.

After attaining the diamond level in Amway/Quixtar he resigned his position
and income. Short said, “I refused to represent a business I no longer
believed in.” He subsequently appeared on “Dateline NBC” in a national
television expose discussing his insights and experiences in that business.

In the final quarter of 2007, passenger transport saw the largest increase in air transport and the largest decline in city bus transport. Within land passenger transport, the declining trend of bus transport continued. The annual decline in the number of passengers in intercity and city bus transport (-3.9% and -3.5%, respectively) was also similar to the average annual decrease in the last three years (5.9% and 3.3%, respectively). The volume of railway passenger transport in the final quarter of 2007 did not strengthen significantly year on year; the 2.4% growth recorded in 2007 was also only slightly above the three-year average (2.1%). Air transport and airport transport posted vigorous growth in the final quarter of last year (27.6% and 19.6% year on year, respectively). The increases in 2007 (13.7% and 13.3%, respectively) were also somewhat greater relative to the average annual rises in the last few years. In air transport, this also enabled an increase in aircraft fleet (lease of one and purchase of two new aircrafts) and in airport transport, the completion of the first phase of the new passenger terminal and arrival of two new airline companies, which started to fly regularly from Ljubljanas airport last year. Within freight transport, road transport has increased significantly, whereas maritime freight transport is still decreasing slightly, following the boom recorded in this branch two years before. In the final quarter last year, the volume of freight transport by rail decreased by 3.7% relative to the same quarter of 2006, whereas 2007 as a whole saw a solid 6.8% growth, which exceeded the average growth in the last three years (4.6%). Road freight transport strengthened by as much as 19.1% in the final quarter of 2007; the high 13.4% annual growth nevertheless fell short of the annual average of the last three years by almost 2.p.p. Against the background of favourable international trends, maritime freight transport increased by a respective 30.6% and 41.8% in 2004 and 2005, whereas it dropped by a respective 6.4% and 5.2% in 2006 and 2007. The fall in the volume of maritime transport in the final quarter last year (-8.7%) indicates that the slowdown continues. Harbour freight transport in the final quarter and in 2007 as a whole recorded only a slight increase, particularly compared to the high 22.5% growth in 2006 (average annual growth in the last three years totalled 9.5%). Road freight transport by domestic carriers recorded a much stronger increase than railway freight transport over the last few years, largely due to the increasing international transport (see graph). The volume of road freight transport (in tonne kilometres - tkm), which was almost as much as three times greater than railway transport in 2004, increased by 4,728 million tkm until 2007 (by 52.5%), whereas railway transport increased only by 454 million tkm (by 14.4%). In three years, road freight transport became almost four times greater than railway transport; the share of road transport within freight transport rose to 79.2%. Road transport growth strengthened particularly after Slovenias accession to the EU and mainly through increased international transport (see SEM 1/2008: 14). The largest increase was recorded in cross-trade transport and cabotage, by 2,161 million tkm (by 155.2%). International transport of goods loaded in Slovenia increased by 1,323 million tkm (by 49.4%) and international transport of goods unloaded in Slovenia by 937 million tkm (by 35.1%). National road transport in Slovenia increased by a mere 306 million tkm (by 13.5%).
Freight transport saw a surge in harbour transport and an over 10% increase in road transport. The volume of rail freight transport picked up by 5.4% in the final quarter, year on year, while the volume of road freight transport rose even more, by 9.7%. Although road freight transport declined by a few per cent in Q3, its annual increase in 2006 still reached a high 9.8%, which contributed significantly to the total increase in the transport, storage, and communications sector (road freight transport generates almost a quarter of the value added in this sector). Maritime freight transport fell by 6.4% in 2006 after having surged by 41.7% in 2005 amid the boom in this branch. In the final quarter of 2006, the volume of maritime transport already rose by 4.4%, year on year. Harbour freight transport recorded the biggest increase in Q4, by 17.0%. It also enjoyed the highest annual growth within freight transport (22.5%). Road freight transport has been growing strongly in the past few years, including in 2006, due to the increasing international transport (see the graph). The volume of international road freight transport increased by 12.5% in 2006 while national road freight transport even fell by 3.5%. Within international transport, cross-trade transport and cabotage (transport performed in another country) recorded the highest increase of 16.4%. Measured in tonne kilometres, international transport comprised 81.2% of the total transport of goods by road while national transport totalled 18.8% of the total road freight transport (if the volume of transport is measured solely in tonnes of goods carried and the travelled distances are disregarded, national transport prevails with a 82.5% share). 56.3% of international transport was performed by companies, while slightly over 50% of national transport was carried out by sole entrepreneurs. Own-account transport comprised 3.0% of international transport and 31.1% of national transport (the rest was transport for hire or reward).

ULTIMATELY the World Cup was a disappointment for France as their challenge fizzled out in the rain against England. Revenge will be the only thing on French minds, but first they have to go through their other four opponents before a final-day showdown in Paris. Current form: Excellent, apart from that poor semi-final showing. France looked calm and composed during the World Cup and it was a surprise to many when they lost the plot on a rainy night in Sydney. Weaknesses: Michalak showed his inexperience in the wet against England. His first two clearance kicks were horribly sliced and he managed just one kick at goal on target.
Highlights and Key Issues * The upswing seen in much of Europe seems to have left the French behind, with France propping up the Eurozone growth league table in Q4. The reasons why French growth did not accelerate as much as elsewhere in the Eurozone lie within industry. * Although unemployment is not likely to fall as much as last year, its decline is boosting household demand. With growth of 2.3% in 2007, household consumption will be the mainstay of GDP growth of around 2.1%. A similar growth pattern is likely to be repeated in 2008.

Meanwhile, inquests were opened and adjourned yesterday on two holidaymakers who died in sea tragedies in the West Country earlier this week. A post- mortem examination revealed that Martin Anderson, 32, from Shrewsbury, Shropshire, drowned after being swept into the sea at Porthleven, west Cornwall. Robert Needham, of North Finchley, north London was recovered from the sea after getting into difficulties while swimming at West Bexington, Dorset, on Thursday, but was pronounced dead on arrival at hospital.
last night hours after an inflatable dinghy was seen drifting out to sea from a holiday beach. A Coastguard spokesman said they were searching for a 25-year-old man reported missing off Chapel St Leonards. After six hours searchers saw the dinghy miles out to sea, and it was clearly empty. “One of the lifeboats spotted the inflatable tumbling over and over in the swell, and it obviously had no one in it or around it,” he said.

By Hal Lockard A half dozen drivers took advantage Saturday of a defensive driving course offered by the Topeka Police Department. Lt. Ron Brown said drivers signed up for the class, and because the session coincided with a Kansas State University football game, they opted to skip their lunch break and get through the class in time for the end of the game.
The Topeka Police Department will host its sixth defensive driving course next month for drivers interested in lowering their vehicle insurance rates. Cost is $10 and should be paid the day of the class. Class size will be limited to 30 students and is offered on a first-come, first-serve basis. Registration forms can be picked up through June 20 at the police department lobby at 320 S. Kansas Ave. Applications wont be accepted by phone. Applicants should consider them accepted unless notified otherwise by the department. The course is classroom instruction only — no driving. Those who pass the course will receive a certificate that can qualify them for a discount on vehicle insurance.

Meeting the core consumers need for replenishment items remains key, but dollar stores are working to address the desire for a little fashion that all consumers exhibit in these style-besotted times. For example, said Cindy Mazza, Dollar Generals dmm of household products, the chains customers can refresh their bathrooms by adding decorative and other fashion towels and mats that Dollar General offers. With the range of product available today, dollar store customers can combine replenishment items with a limited number of discretionary purchases. For example, a shopper might purchase some functional pieces in fashionable styles and colors and combine them with candles to enliven a tired room. “They can buy accessory items, update a look and provide fashion at a reasonable price,” said Mazza. Outdoor patio decorations and other seasonal items are strong at Dollar General, as are picture frames and art, wall boarders, shelves and sconces, candles and accent furniture. Lamps are coming on strong as well. For 99 Cents Only Stores, silk flowers, decorative linens, candles, mirrors and pictures frames all are doing well, in no small measure because the retailer continually updates the selection and style, said Eric Schiffer, president. The home decor category remains a small one for 99 Cents Only, but its growing. Take candles, for instance. “Years ago, we had the religious candles.
